Robert H. Rahn, Lt. Retired.

Lt. Bob Rahn is the President of Management Resources of NY which he founded in 1994. He is a former Homicide Detective with over 40 years of investigative experience. Bob Rahn was born in the East Flatbush section of Brooklyn and graduated from St. Francis Prep in 1971. He entered the Police Academy in 1973. During his 20 year career Bob was promoted to Detective 3rd Grade, Sergeant and Lieutenant. He served in the Patrol Boroughs of Manhattan and Brooklyn, was assigned to the Lower East Side Homicide Task Force, and the Manhattan North Detective Joint Homicide Task Force. Bob Rahn has come full circle in his investigative career utilizing his extensive law enforcement experience and adapting it to the private sector by assisting attorneys, insurance companies and corporations. Bob holds a Bachelor’s Degree in Sociology from St. Francis College and a Master’s Degree in Public Administration from John Jay College of Criminal Justice. He has taught as a General Topics Instructor at the Orange County Police Academy and as an Adjunct Instructor of Criminal Justice, at Mount Saint Mary College. Bob is a member of the Lieutenant’s Benevolent Association of the New York City Police Department and the Emerald Society of the NYPD.

Kim Anklin

Kim Anklin is a Principal/Partner and Legal Strategist for Management Resources of NY. She is a former Crime and Intelligence Analyst from the City of Ventura, CA. Kim brings her 20 years of experience, analytical skills and innovative solutions to every investigation and special project. Her areas of expertise include working in partnership with attorneys, providing investigative strategic analysis for complex civil and criminal cases as well as working with clients and their families to help them navigate through their legal battles. Kim holds a Bachelor's of Science Degree, in Psychology and a Master’s Degree, in Public Administration, from California Lutheran University.

Kim was born in Chicago, IL and raised in Orange County, NY. At age 19 she decided to move to Los Angles and lived mostly in Ventura County, CA. She has worn many “hats” in her career, including: Grant Writer, Crime and Intelligence Analyst, IT Consultant, Large Systems Coordinator, Project Manager, Researcher, and Investigator. As a Crime and Intelligence Analyst for the City of Ventura’s Police Department, she worked with all units of police personnel. She provided analysis for directed patrol with crime maps illustrating where crime was occurring, the patterns of crimes and predictive analysis of when and where the next crime would occur. She identified data relationships, suspect and victim profiles when assisting Major Crimes. Kim was a member of the VPD Command Staff and in 2001 was awarded the prestigious Marilyn Fink Employee of the Year Award for her outstanding service.

Scott Wagner

Scott Wagner - Senior Investigator Scott F. Wagner has more than 35 years’ experience as a professional investigator solving criminal cases from murder and narcotics trafficking to civil cases of insurance fraud and property theft. In his 23 years with the New York City Police Department Scott advanced from a housing project beat cop to Detective 3rd Grade assigned to the Manhattan North Homicide Squad.

He was also a member of the elite Hostage Negotiation Team. Scott has earned numerous awards and commendations during his law enforcement career. He is regarded as an expert at hostage negotiation as well as cracking “cold cases” where the passage of time lessens the chance for justice.

In his career Scott has solved 95% of all his cases while maintaining a 100% conviction rate - a clearance rate among the highest in the NYPD. As a skilled hostage negotiator he is adept at handling emergencies of all types. While a member of the NYPD’s Dignitary Protection Unit and later as a Private Investigator Scott has guarded and planned security for VIPs ranging from heads of state to “Hip Hop” celebrities.

Scott has overseen security operations for one of the largest philanthropic organizations in the City of New York with assists of over $4.5 billion dollars. He’s been featured in documentaries, books and numerous newspaper and magazine articles. Most recently he was cited for his work in helping to catch a serial killer & rapist who preyed on young girls in East Harlem.

He has also been sought out and interviewed regarding his expertise in hostage negotiations by numerous on line magazines including the Washington Post.

Scott has worked as a law enforcement technical advisor on three television shows as well as two novels.

Vincent Cirrito

Vincent Cirrito – Senior Investigator

Former NYPD Lieutenant Vincent Cirrito joined Management Resources in 2002 as an Investigator. His 30 year career in law enforcement brings all aspects of his training to the agency.

He conducts threat assessments and physical protection detail as well as surveillance in cases involving criminal, civil, matrimonial and confidential matters.

The information Cirrito gathers is crucial to the overall analysis and evidence gathering process used to produce the best possible outcome for clients of Management Resources.

Vincent Cirrito graduated from Nassau Community College with an Associate's Degree in Business Administration and Management. He also attended State University of New York Empire State College.
